The protection of information technology networks is a priority in the private sector and also within the branches of the U.S. Military at the Department of Defense (DOD). Ensuring that national security information is never compromised forms the basis for all network communications security initiatives. It is widely known that the fiber-optic or copper cables that form network backbone raceways are vulnerable to intruders that might physically tap into their data streams.

 

When deployed in parallel within a network conduit, embedded in a carrier, or when used to physically protect passive optical networks (PON), the Fiber SenSys Alarm Processor Unit (APU) is the core component used to alarm the network conduit or the raceway. The APU, as the integral part of the SecurLAN® network protection model, enables a network carrier system to meet the DOD requirements for Protected Distribution Systems (PDS), a government requirement for physical protection of classified network data.

 

It has been demonstrated and verified that SecurLAN solutions are offered at the lowest cost per zone in the industry.  The products have also been approved and certified for the protection of the PDS, and is compatible with all varieties of network architectures, including secure passive optical networks (PON).

 

This system provides instant notification of unauthorized access, tapping attempts and accidental intrusions. When combined with Fiber SenSys optical cutoff switches, the system provides multiple alarm notification options, and it can also provide positive network shutdown of the affected protection zone.

 

SecurLAN makes protecting DOD networks cost effective and enhances security through multiple annunciation and network communications capabilities. SecurLAN also eliminates the need for visible inspection requirements when securing a PDS. As a result, network raceways can be concealed above the ceiling or below the floor.

 

In the context of classified DOD networks, Protected Distribution Systems (PDS) is a system of carriers (conduits, ducts, etc.) that are used to distribute Military and National Security Information (NSI) between two or more controlled areas or from a controlled area through an area of lesser classification (i.e.,outside the SCIF or other similar area).

NSTISSI 7003 PDS Alarmed Carrier

The National Security Telecommunications and Information Systems Security Instruction (NSTISSI) No. 7003, Protective Distribution System (PDS) provides guidance for the protection of wireline and optical fiber cables transmitting unencrypted classified National Security Information (NSI).

This instruction outlines approval authority, standards, and guidance for the design, installation, and maintenance of protected distribution systems (PDS) to U.S. government departments and agencies and their contractors and vendors. This instruction describes the requirements for all PDS installations within the U.S. and for low and medium threat locations outside the U.S.

Secure PON Physical Security and PDS

Secure Passive Optical Networking Initiatives exist in the modern networking topology.  According to Wikipedia, Secure PON (as a trade activity) was developed in 2009 to meet SIPRNet requirements of the US Air Force, and secure passive optical network integrates Gigabit Passive Optical Network (GPON) technology with PDS Protective Distribution System (PDS).

 

Wikipedia also states that a directive by the US Department of Army (DA) Chief Information Officer (CIO) that all camps, post and stations undergoing modernization aggressively adopt the technologies, by fiscal year 2013 in order to decrease operation cost and capital expenditures.

 

Fiber Intrusion Detection Technology

Fiber-Optic security technology today is available for both perimeter intrusion detection system (PIDS) and for layer one physical network protection utilizing fiber optic cable and a sensing unit coupled with an advanced algorithms to detect intrusions while screening out environmental noise to achieve maximum sensitivity.

Alarmed-Armored PDS

Since 1996, Fiber SenSys (FSI) has been providing alarmed carrier solutions that include monitoring of dark fibers within the armored and interlocking cables being protected (within specified distances and specifications). This solution is frequently used at government facilities to assist information assurance and security managers with their PDS requirements where physical protection of the fiber is a requirement.

Non-Compliant PDS

A small number of evaluated and tested physical security network alarm systems have been approved for use at U.S. federal facilities and at all Department of Defense (DOD) locations worldwide. Unfortunately, many individuals that are responsible for the network are not aware of them.
